Users can communicate with each other privately to resolve differences, or contact local authorities to help them resolve any disputes before, during or after using eBay.
2. Return Application The buyer can only apply for a refund and/or return in the following cases:
• Buyer has not received the item;
• Goods were delivered defective and/or damaged;
• The item delivered by the seller to the buyer does not conform to the agreed specifications (eg wrong size, colour, etc.);
• Items delivered to Buyer differ materially from the description provided by Seller in the Item Listing; or
• By private agreement with the seller, the seller must send his/her confirmation to eBay to confirm such agreement.
The buyer's application must be submitted through the eBay mobile app.
Please note that if requested by eBay, the buyer must ship the item to the location designated by eBay within ten (10) calendar days of the return request.
eBay will, at its sole discretion, approve your request for refunds and returns. Buyer acknowledges and agrees that eBay's decisions are final, conclusive and binding, and undertakes and agrees not to bring any action or otherwise bring any claims against eBay or its affiliates with respect to such decisions.
If the buyer has initiated legal action against the seller, the buyer may provide eBay with a formal notice from the relevant authorities requesting that eBay continue to hold the purchase monies until a formal decision is obtained. eBay will determine in its sole discretion whether it is necessary to continue to hold such purchase monies.

For any eBay-approved refund or return request, eBay will notify the Preferred Seller by email ("E-mail Notification") and organize the delivery of the relevant returned item(s) in writing to the address provided to eBay by the relevant Preferred Seller for completion Refunds and returns process, as long as the address is in the country in which the item is sold on the Site ("Local Address"). If the Preferred Seller fails to provide a local address for the returned item or fails to accept delivery of the returned item within a reasonable period of time (as determined by eBay), eBay reserves the right to dispose of such item in any way it sees fit and the Preferred Seller shall deemed to have waived all rights to such items. If the Preferred Seller does not receive the returned item, the Preferred Seller must notify eBay within seven (7) days of receipt of the email notification (the "Notice Period"). Failure to notify eBay within the notice period will be conclusive and cause the Preferred Seller to accept that the item has been delivered, and the Preferred Seller agrees not to make any claim or dispute any such item.
Notwithstanding the foregoing, items approved for refund or return in eBay's sole discretion shall not be returned to the Preferred Seller, and the Preferred Seller shall be deemed to have forfeited all rights to the Item.

If eBay supports the preferred seller's appeal, it will pay the preferred seller all or part of the purchase price.
